Two numbers explain most of what goes wrong with cars in the Las Vegas Valley. The first is the summer air temperature, which runs well past 110 degrees and pushes interior surfaces far higher than that — which is why the valley has a recognisable car-interior failure pattern: dashboards that crack across the top, leather that splits along the seams, black plastic trim that goes chalky grey, headlights that haze over in a couple of years, and clearcoat that gives up and peels off roofs and hoods years earlier than the same car would fail anywhere cooler. The second number is water hardness. Roughly ninety percent of the valley's supply comes from Lake Mead via the Colorado River, which dissolves calcium and magnesium out of limestone and sandstone on the way down, and the result is among the hardest major municipal water in the United States — somewhere around sixteen to eighteen grains per gallon. Combine those two numbers and you get the defining local mistake: rinsing a car and letting it air-dry. The water evaporates in minutes and the minerals it was carrying stay behind, concentrated into rings that in this heat etch into the clearcoat rather than resting on it. Sprinkler overspray does exactly the same thing to a street-parked car overnight.
Dust is the third factor and the most underestimated. Mojave dust and construction fallout settle on every horizontal surface in the valley constantly, and that dust is fine, alkaline and abrasive. Wiping it off a dry panel with a towel — which is what almost everyone does — is the single fastest way to install a permanent web of scratches into your own paint. Monsoon season from roughly July into September makes it worse rather than better, because the rain falls through all that suspended dust and arrives as mud spatter, sometimes with hail behind it. There is a dedicated one. Las Vegas Municipal Code Chapter 6.54 covers Mobile Car Wash/Auto Detail Businesses specifically. Among other things it makes it unlawful to provide services at a location without the express written authorisation of the property owner or authorised tenant — from the owner or property management firm where a property has multiple tenants — and it prohibits washing a vehicle's exterior on any public street, right-of-way or vacant lot. Mobile operators must also collect their wash water. It is one of the more explicit ordinances of its kind in the country.

It does not change what the van does, since capturing all wash water and disposing to sanitary sewer satisfies every one of those jurisdictions.
