Richmond's defining car problem shows up in a two-week stretch every spring and turns the entire city the same shade of yellow-green. Pine pollen — loblolly and Virginia pine, with oak layered on top — is not the fine, harmless dust people picture. No. The city's own published position is that water reaching the storm sewer from private residential car washing, lawn watering or air conditioning condensation is not generally a concern — that is Richmond DPU's language, not ours. What the ordinance targets is non-stormwater discharge more broadly. The van still reclaims everything and sends it to sanitary sewer, which is stricter than the city asks.
It affects the stakes. Richmond runs the largest combined sewer system in Virginia — around twelve thousand acres, roughly a third of the city, with twenty-five outfalls to the James and a 2035 deadline set by the General Assembly to minimise untreated discharge. Outside that area, storm drains go to the James untreated. The van does not put water into either system.
Usually, and the deciding factor is your alley. Most Fan and Museum District blocks have rear alleys, and if you have alley access to a rear pad or garage, that is the ideal place for a van to work — off the street entirely. If you are kerbside only, it depends on the block and the day, since permit districts and street sweeping can take a space out of play. Flag which you have when you book.
